APN区分大小写吗？

今天在统计数据的时候，发现一个神奇的现象，CMNET的速率，比之cmnet的速率小很多。统计的一天，15个RNC均是这种现象。
是巧合呢，还是巧合呢？

The APN Operator Identifier is placed afterthe APN Network Identifier. An APN consisting of both the Network Identifierand Operator Identifier corresponds to a DNS name of a GGSN/PGW; the APN has,after encoding as defined in the paragraph below, a maximum length of 100octets.

The encoding of the APN shall follow theName Syntax defined in RFC 2181 [18], RFC 1035 [19] andRFC 1123 [20]. The APN consists of one or more labels. Each label iscoded as a one octet length field followed by that number of octets coded as 8bit ASCII characters. Following RFC 1035 [19] the labels shallconsist only of the alphabetic characters (A-Z and a-z), digits (0-9) and thehyphen (-). Following RFC 1123 [20], the label shall begin and endwith either an alphabetic character or a digit. The case of alphabeticcharacters is not significant. The APN is not terminated by a length byte ofzero.
