哦，原来是这个。在24008里有说明：

SM Status

This message is sent by the network or the MS to pass information on the status of the indicated context and report certain error conditions (eg. as listed in clause 8). See table 9.5.21/3GPP TS 24.008.

也就是用于网络侧给MS发送状态通知或者报告一个错误条件的。24008里列举了很多的场景和例子，这里摘录几个，如下：

1 If a mobile station receives a GMM message or SM message with message type not defined for the PD or not implemented by the receiver, it shall return a status message (GMM STATUS or SM STATUS depending on the protocol discriminator) with cause # 97 "message type non-existent or not implemented".

2 When the MS upon receipt of a GMM or SM message diagnoses a "missing conditional IE" error or an "unexpected conditional IE" error or when it receives a GMM or SM message containing at least one syntactically incorrect conditional IE, it shall ignore the message and it shall return a status message (GMM STATUS or SM STATUS depending on the PD) with cause value # 100 "conditional IE error".
