SGSN PDP REJECT

用户激活PDP请求，SGSN和RNC建立RAB的过程中，当无线侧的问题导致RAB建立失败，SGSN应该会向用户 发送一个active pdp reject 消息吧？请问，有哪些情况下,SGSN不会发送active pdp reject消息？

根据规范，有些情况下，不一定会被拒绝。例如TS23.060里说：“

If the SGSN receives a RAB Assignment Response message with a cause indicating that the requested QoS profile(s) can not be provided (e.g. "Requested Maximum Bit Rate not Available"), then the SGSN may send a new RAB Assignment Request message with different QoS profile(s). The number of re-attempts, if any, as well as how the new QoS profile(s) values are determined is implementation dependent.”。但如果SGSN侧尝试了多次Qos的分配协商还失败，PDP最终应该还是被拒绝的。

这个，这个.....，问的这问题太幼稚了吧；RAB协商失败，SGSN就会拒绝的呀。成功了当然了就不会发送了呗。
