关于T3314定时器的疑问

TS24.008 4.7.2.1.1中有一句话：If a new READY timer value isnegotiated, the MS shall upon the reception of the ATTACH ACCEPT or ROUTINGAREA UPDATE ACCEPT message perform a initial cellupdate (either by transmitting a LLC frame or, if required, a ATTACH COMPLETEor ROUTING AREA UPDATE COMPLETE message), inorder to apply the new READY timer value immediately. If both thenetwork and the MS supports the Cell Notification, the initial cell updateshall use any LLC frame except the LLC NULL frame.其中说如果网络和MS都支持cell notification的话，初始小区更新会使用除LLC空帧之外的任意帧来回复。但是TS44.064 7.2.1.3中LLGMM-TRIGGER-REQ shall beused in the MS to order LLC to transmit any single frame. If there is a framewaiting to be transmitted in the MS, then this frame shall be transmitted.Otherwise if Cause indicates Cell Update and if Cell Notification is indicatedby the SGSN (see 3GPP TS 24.008 [8a]),then a NULL frame with P=0 shall be transmitted. 其中说如果cause中只是小区更新且同时支持cell notification，MS将会发送LLC空帧。那么这两处不是矛盾了吗？求高手解答！！！多谢！！！

Cell Update triggered by low layersA Cell Update may be requested by the low layers, see 3GPP TS 44.060 [76]. In this case the Cell Update shall be performed even if the READY timer is not running. If both the network and the MS support the Cell Notification, then the MS shall use the LLC NULL frame to perform the Cell Update

从这里看是和44064有一致性.

If a new READY timer value is negotiated, the MS shall upon the reception of the ATTACH ACCEPT or ROUTING AREA UPDATE ACCEPT message perform an initial cell update (either by transmitting a LLC frame or, if required, a ATTACH COMPLETE or ROUTING AREA UPDATE COMPLETE message), in order to apply the new READY timer value immediately. If both the network and the MS support the Cell Notification, the initial cell update shall use any LLC frame except the LLC NULL frame. If the new READY timer value is set to zero or if the network indicates "force to standby" with the "force to standby" IE, the initial cell update should not be done.

这里是指MS 收到ATTACH ACCEPT or ROUTING AREA UPDATE ACCEPT 消息后的CELL UPDATE。

initial cell update 是为了 apply the new READY timer value immediately，因此需要use any LLC frame except the LLC NULL frame，发送后应该使T3314重置。
cell update是在Ready 状态时小区重选MS通知SGSN小区变化，同时又不能影响Ready TIME继续，发送后T3314继续计时，因此需要使用LLC NULL frame。
