PDP激活请求中上报Empty PDP Type

现网中发现 金凯为KV618 的T终端，99%的PDP激活失败，原因是（请求的选项不允许）REQUEST  OPTION SERVICE NO Subscribe
这些终端的用户能进行成功的ATTACH，只有很少部分用户的很少次能PDP激活成功，对比同一用户成功和失败的信令，在GB口，MS上发的PDP 激活请求中：
PDP TYPE organization: Empty PDP TYPE  
均失败；
只有
PDP TYPE organization: IETF Alllocated PDP  能成功。
目前怀疑这款山寨手机并没有按规范开发。
大家知道什么问题吗

Empty PDP type没听过，也没见过哪个HLR会这么签。HLR不签就一定激活不成功。所以失败原因是 33:    requested service option not subscribed;
一般用户HLR签约绝大部分是IP类型的PDP。PPP类型的PDP一般不用于普通用户。

严格意义上讲，既然规范定义了Empty PDP type，手机也不能算不按规范做，只不过手机请求的与用户签约的不匹配导致激活失败。
据说手机是可以从SIM/USIM卡中读取出用户签约信息并根据这些信息发送相应的信令/信元，如果同一个SIM/USIM卡用其他手机可以正常激活。那么最有可能的就是这款手机在读取签约信息的时候出了点什么问题吧？

应该能判断出终端问题，有个使用NOKIA手机的用户，诺基亚没电后会换成金凯为，然后就会不断ATTACH, PDP激活，PDP激活拒绝，能成功附着，说明HLR GPRS签约数据应该没什么问题。
