根据规范的定义。The SGSN may attempt to reallocate the P TMSI at any time that the MS is in GERAN/UTRAN PS coverage. The reallocation procedure can be performed by the P TMSI Reallocation procedure, or it can be included in the Attach or Routeing Area Update procedures.。
所以照道理来讲，不光是换RA就重新分配P-TMSI，就算重新附着也可以重新分配。这个好像工程规划里并没有提。
所以在附着流程中，明确写到有个attach complete消息，MS给SGSN的。是可选消息，只有在MS收到了SGSN新分配的P-TMSI后才发。也就是说SGSN在给MS的attach accept消息里分配了P-TMSI，可能是和MS原来的P-TMSI相同也可能是不相同。
从产品实现上讲，因为一个SGSN可以服务多个RA。只要这个MS在这多个RA内移动（只要是由同一个SGSN服务），都不需要重新分配P-TMSI值。
